YTV Licence Challenged

White Rose Television, the defeated bidder for the Yorkshire television franchise, has submitted a formal document to the ITC, requesting that Yorkshire Television’s licence be revoked.

In its 100-page submission White Rose claims that Yorkshire will be unable to fulfil its programme promise, because of its high bid and the continuing advertising recession. Yorkshire bid £37.7m for the licence and White Rose bid £317.4m.

White Rose’s request has been made under section 18 of the Broadcasting Act which states that the ITC may revoke a licence if it believes the promised service will not be provided.

When the franchises were awarded last year White Rose offered Yorkshire Television’s shareholders a free stake in its consortium in return for rejecting their own licence. The shareholders voted not to accept this offer.
