ITC Publishes C3 Networking Arrangement
The Independent Television Commission has published revised networking arrangements under which the separate regional Channel 3 companies provide a national service.
The changes have been introduced following recommendations from the Monopolies and Mergers Commission to satisfy the competition test in the Broadcasting Act 1990. The MMC, in its report April 1993, recommended some alterations. These have now been incorporated into the ITC networking arrangements, in order to comply with the competition test.
Now independent producers who wish to have direct access to the network need a compliance contract with a Channel 3 licensee. This is designed to be an easier way for an independent company to get on to the network.
The ITC has also altered the length of programming rights, reducing the normal time period from ten years to five.
