Broadcasting Act Commencement

National Heritage Minister Lord Inglewood has signed a Commencement Order, effectively setting the timetable for the provisions of the Broadcasting Act 1996.

The main points in the Order are:

  • Terrestrial television broadcasters must declare by 15 October their intention to take up their places on terrestrial digital multiplexes
  • New media ownership rules will come into force on 1 November
  • The ITC and Radio Authority will be able to give advance decisions on the public interest test which applies to those proposals intended to bring newspapers and broadcasters into common control and ownership
  • With immediate effect, the ITC is required to draw up a code of guidance on the broadcasting of ‘listed’ sporting events

The merger of the Broadcasting Standards Council and the Broadcasting Complaints Commission will be the subject of a separate Order nearer the merger date of April next year.
