ITC Issues Further Information On Multiplex Licences

The ITC has published further information relating to the introduction of digital terrestrial television (DTT). According to the Broadcast Act 1996, the ITC is responsible for licensing and regulating digital television in the UK.

DTT carriers must be licensed separately from programme providers, therefore the ITC is issuing licences to provide multiplex services in October. The ITC has issued specific points relating to applications beforehand. These are:

  • the ITC will not be issuing licences in bundles but applicants can apply for more than one licence. Applicants cannot apply more than once for the same licence.
  • the coverage plan is based on 81 sites (51 UK main sites and 30 existing relay stations). Work in the future may allow further sites to be added.
  • Multiplex licensees must provide the full coverage on offer and must extend coverage in the future where it is practicable. This covers the Channel 3/Channel 4 multiplex and a third taking into account Channel 5 and S4C digital services.
  • Latest transmission date is July 1 1998 or within one year of the licence grant (whichever is greater).

An issue by the ITC will be made at the end of October inviting applications for the licenses.
