Revisions To Programme Code

The ITC is consulting its licensees and other interested parties on proposed revisions to its Programme Code. The revisions are intended to clarify certain points and reflect recent developments, they do not change the fundamental principles of the Code.

Subjects of significant amendment include:

• Violent sexual portrayal, particularly the representation of rape.
• Treatment of innocent parties: guidance previously issued by the ITC relating to fairness to innocent parties is now incorporated in the Code. This applies to any programme, including reconstructions in drama, factual and other formats dealing with real life crime and tragic events.
• Secret filming – clarification on the use of long-distance filming and closed circuit TV cameras where the individual is unlikely to be aware of being filmed.
• Criminal activity – proposed new rules about payment to criminals and others and clarification of concern about material that appears to condone criminal activity.
• Children and programmes – care should be taken to avoid causing distress or alarm to children involved in programmes and children should not be put at risk, for example in factual programmes concerning criminal activity.
• Promotions – clarification of the limits that should be placed on the promotion of publications, including masthead related magazines and outside paid-for advertising time.
