The ITC has issued a consultation document which proposes an increase of sub-titling on ITV to take effect in 1999.

The Broadcasting Act requires that ITV sub-title 50% of its programming by 1998, from 1999 the ITC can require a greater number of hours to be sub-titled.

The Commission is proposing that 80% of programmes on Channel 3 should be subtitled from 2002. This position would be reviewed in 2001 to decide whether any further increase would be feasible.

These provisional targets take into account resources, the difficulties associated with sub-titling certain programme formats, non-simultaneous transmissions and the limited audience for night-time programmes.
