ITC Consults On Digital TV Access

The ITC has today published a consultation document on how to ensure open access to digital television services. The ITC wants digital TV sets to be able to access all types of digital services without requiring additional technology and is keen for broadcasters to work together to develop this. There has, however, been disputes between rival broadcasters over the issue of set-top boxes (see ITC Attempts To Smooth Set-Top Box Dispute).

Sir Robin Biggam, chairman of the ITC, said: “By the end of this year many viewers will be able to choose between three different digital platforms. They should be able to switch between these platforms without unnecessary cost or inconvenience.”

To achieve compatibility, the ITC proposes a framework which:

  • will specify digital transmission standards for all types of delivery.
  • will require all those who provide digital television services to support the reception of their services on open standard integrated digital televisions.

The ITC also suggests how a simple electronic programme guide or navigation aid can be provided in an open format which would allow it to be carried on any type of system.

The Commission also points out that it will be concerned if any of its licensees were to raise unreasonable barriers to open access and would consider its actions on a case by case basis.
