ITC Awards Two RSLs
The Independent Television Commission has provisionally awarded Restrictive Service Licences to Midland Broadcasting Corporation for a television service in the Leicester area and to Manchester Student Television to provide a service in the Manchester area. Both areas had been the subject of competing bids.
In considering the applications, the ITC looked to fulfil two main criteria: to provide a genuine addition to the range of television services already available in the locality; to meet the needs of tastes and interest not already catered for by existing services.
Midland Broadcasting Corporation will target the large Asian population of Leicester while the Manchester service will look to appeal to the city’s youth and student populations.
RSLs are a new form of TV licence, introduced by the 1996 Broadcasting Act to make use of spare analogue frequencies for broadcast to a particular establishment or other defined location.
