The EC has published its 15th annual report on monitoring the application of Community legislation, assessing the transposition of Community law into national law. The number of complaints rose from 819 in 1996 to 957 in 1997, an increase of 17 per cent. A total of 121 alleged infringement cases were referred to the European Court of Justice, against 92 in 1996. The biggest offender was Italy, while Austria, Denmark, Finland and Sweden were not implicated in a single case.
