Investigation Into Masthead Publishing Ban

Complaints by magazine publishers into the masthead publishing ban have led to Heritage Department Minister, Viscount Astor agreeing to investigate the matter.

The masthead publishing ban which publishers describe as unnecessary, and desperately short sighted, prevents magazine titles developing television programmes using the same name. At a meeting with a PPA delegation, Viscount Astor agreed to look again at the regulations of the ITC. His decision coincides with the review of media ownership rules by the Heritage Department.

The delegation focused on Top Sante which is both a successful magazine and TV programme in France. The UK version began in this country as a magazine, so the TV version is therefore outlawed.

Ian Locks said that magazines represent a treasurehouse of ideas and concepts which could provide a new source of quality programming as more TV comes on line. “Programmers opting for cheap US material instead of encouraging home producers is desperately short sighted.”
