New Curbs On Sex And Violence Announced Today

The Government is today launching a crackdown on television sex and violence, with the aim of protecting youngsters from explicit material. The measures, being made voluntarily by broadcasters, will be presented this afternoon by National Heritage Secretary Virginia Bottomley but are not expected to include plans for some sort of symbol that warns viewers of the content of programmes and there will be no new statutory controls.

The new proposals have been negotiated by the Heritage Secretary after a month of consultations with the BBC chairman, Sir Christopher Bland, the Independent Television Commission and the Broadcasting Council. The statement that will be announced today will cover four main points. They are:

  • TV companies will tighten up rules to curb gratuitous violence.
  • The companies will offer clearer guidelines to parents on material contained in programmes.
  • Broadcasters will be expected to educate parents on what kind of programmes are shown before and after the 9pm watershed.
  • The revival of the plan to install a ‘V-chip’ in every new television set.
