Ofcom Focuses On Switchover In Annual Plan

Ofcom Logo Media watchdog Ofcom has unveiled its Annual Plan for 2006/7, placing the transition to fully digital TV and the development of IP-based communication networks at its core.

The regulator reports the nation “embracing digital in all its forms and with enthusiasm,” citing the uptake of broadband, digital TV, DAB digital radio and 3G mobile services as evidence of the shift away from analogue.

The “growing range of televisual content being delivered, on demand” via an increasing number of platforms was also highlighted by Ofcom, which welcomed the creation of new media opportunities for Britain’s creative industry.

Looking to the year ahead, Ofcom stated that nine priorities would shape its focus, with spectrum release for new services, the implementation of the telecommunications strategic review, continued deregulation, next-generation network deployment in telecommunications, developments in public service broadcasting, content delivery, the protection of citizens and consumers, availability and access and greater international engagement all high on its agenda.

The Annual Plan represents a tough work schedule for the regulator, but also represents value for money for stakeholders, it was claimed.

Ofcom has pledged to continue its cost savings programme, with a reduction of around 8% in real terms in addition to the 5% reduction in the previous year.

The regulator’s budget for 2006/7 will be £129.5 million. The industry body also hopes to improve efficiency through changes to its operating systems. By the end of the 2006/7 period, Ofcom hopes to have paid off the Government loan given to fund its creation.
