ABC Creates New Bulk Sales Procedures
The Audit Bureau of Circulations (ABC) has redrafted (for the second time this year) its procedure for auditing multiple copies/bulk sales of national newspapers.
There has been concern in the industry that bulk sales, particularly when performed ad hoc, are distorting the ABC audit figures. To combat this the ABC promised ‘more expansive controls’ in auditing revisions it released in January this year (subscribers see ABC Revises National Newspaper Rules). However, the use of footfall, which is used to measure the circulation of bulk sales, was later deemed impracticable by the ABC (subscribers see ABC To Redraft Bulk Sales Audit Procedure).
Although the redrafted procedures have not been finalised yet, it is believed that there will be restrictions on certain types of bulk sales, whilst others, such as regular hotel and airline outlets, will be accepted.
The current problems with multiple copies/bulk sales are exemplified by the current wrangle between News International and the Mirror Group over the bulk sales distribution of The Mirror.
