BBC Worried Over Channel Universality
The BBC has complained to the Independent Television Commission (ITC) following worries that cable customers may be being charged extra to receive its new, free, public service channels.
NTL, the third largest UK cable operator, is offering the BBC’s new Parliamentary channel to subscribers as ‘a bonus’ if they subscribe to four different channel packages. The BBC are concerned that this stops its channels from being universally available, and the principle of the licence-fee should mean that viewers do not have to pay extra to receive the service.
BBC Parliament launched on Sky’s digital television service late last month (see Newsline) and will shortly be made available on digital terrestrial television (ONdigital).
Despite the BBC’s complaints to the ITC however, the watchdog does not intend to get involved in the dispute.
