It is understood that Scottish Television and Grampian will both join the ITV sales house TSMS. TSMS will then deal with more than 25% of revenue, but the ITC, although it will need to give its approval, has said it will be flexible regarding the smaller TV stations.

The Radio Authority was yesterday accused in the High Court of acting beyond its powers in approving the Emap media group’s bid to hold more local licences than the Broadcasting Act permits. The proposed arrangement was called “wholly artificial and ineffective” by the Guardian Media Group. The case is continuing.
