Channel 5 is consulting with 19 local authorities in the hope of encouraging them to modify the communal aerials on council housing blocks to allow their inhabitants to receive the new channel.
Channel 5 is looking at the economics of the upgrade and is considering offering financial assistance to cash-strapped local authorities who agree to take part in the scheme. Channel 5 will also run a customer services department to help any new viewers to get the best from the channel.
