The EC has published a Green Paper on convergence between technologies and ownership in the information, media and telecommunications sectors. The powerful advance of digital technologies is drawing these three sectors closer together, with the Internet providing one of the most important impetuses for development. Given that more than 15 per cent of the total value of global mergers and acquisitions in 1996 (in excess of $1 billion) derived from the information and communication sectors, the EC believes it is vital to apply closely its rules and regulations on competition. The Green Paper proposes three options for a new regulatory structure:
to build on current structures
to develop a new regulatory model for new activities, coexisting with the regulatory models currently in play in telecommunications and broadcasting phasing in a totally new regulatory model, embracing both ‘old’ and newly developing technologies.
