EU: Luxembourg to propose compromise
On 7 October the EU Presidency is expected to table a formal compromise on proposals to ban tobacco advertising in the EU, in the hope of paving a concrete agreement between Health Ministers at the December Council meeting in Luxembourg. The latest proposal – to ban all forms of tobacco related advertising – includes new articles which would importantly give sponsorship of sporting events by tobacco companies a temporary derogation from the ban for three years after the directive comes into force. This move is in reaction to fears that ceasing tobacco sponsorship would have a devastating commercial effect on many European sporting events including Formula One Motor Racing, and would allow for the completion of many existing long-term sponsorship contracts. Additionally, the new plan would exempt advertisements for tobacco products in trade journals and in productions originating outside of the EU, as well as the advertising of tobacco between individuals, and tobacco price lists.
