EU: Telephone Agreement

EU telecoms ministers on 7 March agreed new rules governing basic voice telephone operations and the licensing of private telephone providers. The agreement establishes that certain services are “universal” and must therefore stay affordable, such as regular phone and fax lines, directory research services and free emergency calls from public pay phones.
