The IPA has issued its formal response to the Government’s Paper on cross media ownership. The basis of the IPA’s recommendations are:
Regulatory safeguards must address media advertising sales concentrations as well as media ownership
The thresholds defining the scope of the regulator’s discretion within each media sector should be 25% of that sector’s advertising revenue
Where current sectoral shares exceed 25%, acceptance would be conditional upon media owner’s undertakings not to exploit a dominant position.
Existing ITC rules preserving competition in TV ad sales should be retained.
