Sir Robin Biggam, the chairman of the ITC, has stressed the Commission’s commitment to the regional dimension of ITV in a speech to key figures from the broadcasting, education and political worlds.
In an apparent response to threats from digital TV and the increasing concentration of power among a few ITV companies, Sir Robin said that viewers valued the regional nature of ITV. He went on to say that when licences came up for renewal in 1998 or 2000, companies would need to prove their commitment to maintaining regional programmes and characteristics: “We are talking about licence renewal, not licence renegotiation.”
