ITC Issues Guidance On Public Interest Test

The Independent Television Commission has published a guidance on the public interest test for cross media ownership. The Broadcasting Act 1996 *(Government Makes Amendments To Broadcasting Bill) removes some of the previous restrictions on cross-media ownership of newspaper publishers and terrestrial television licensees.

The revised Act is not issued until November 1, but the ITC is required to determine whether certain cross-holdings operate, or will operate, against public interest.

The acquisition of Scottish Television plc of Caledonian Publishing is currently being looked at by the ITC.
