The ITC has published its response to the Consultative Document on the Future Management of the Radio Spectrum issued by the Radiocommunications Agency in March. (Newsline 23/3/94). This document asked for comments on two options; administrative pricing or selective auctions.
The ITC argues that, in relation to terrestrial television, it will continue to be broadcasting policy rather than spectrum pricing, which will determine the allocation of the radio spectrum.
The ITC also confirms that under the new BBC White Paper the ITC has the power to license new digital services; it intends for these to be allocated by competitive tender.
