ITC Uses Citizens’ Juries For Research
The ITC will use citizens’ juries to discover what viewers find offensive on television. Two juries will be used in the research neither of which will be open to the press. The purpose of this research is to ensure that the ITC accurately reflects public opinion in its policies and codes. This is the first occasion in which citizens’ juries will be used by a broadcasting regulator.
Qualitative information of this sort is particularly difficult to evaluate but Paul Smee, director of public affairs at the ITC, believes that the juries are an accurate method. The Institute for Public Policy Research and Opinion Leader Research are conducting the juries on the ITC’s behalf.
