ITC Warns Telewest Over Compliance Failures
Cable company Telewest Communications has been issued a formal warning from the Independent Television Commission (ITC) due to repeated failures in its compliance responsibilities for local advertisements (local avails).
Contracts between a cable operator and programme supplier permit the cable company to insert local advertisements into the supplier’s programme signal. According to the ITC, in December 1997 and January 1998 local avails were inserted outside legitimate advertising breaks in Telewest’s South London franchise area. This resulted in advertisements appearing over the top of scheduled programmes.
Although noting that there had, in this case, been errors in the signal from the programme provider, the ITC concluded that Telewest’s failure to detect these errors indicated that the monitoring of their output was unsatisfactory. Telewest is currently reviewing its procedures.
The ITC has intervened against Telewest earlier in 1997 for similar problems occuring in the North East and Bristol franchises.
