Ofcom Announces Senior Management Team

Ofcom’s chief executive, Stephen Carter, has announced the super-regulator’s senior management team, including the appointment of the Prime Minister’s senior policy advisor, Ed Richards, as senior partner for strategy and market development.
Richards, who advises Tony Blair on media, telecommunications and the internet, will become an executive member of the Ofcom board, along with Kip Meek, one of the founders of Spectrum Strategy Consultants, who will become the senior partner for competition and content.
The Independent Television Commission’s director of strategy, Robin Foster, has been appointed as strategy development partner and the ITC’s director of policy, Dominic Morris, joins the new super-regulator as director of the office of the chief executive, with responsibility for advising Stephen Carter on public policy.
Hazel Cantor, director of spectrum services at the Radiocommunications Agency, joins as licensing partner. She will work with Vic Brashko, a former vice-president of customer operations Europe at Global Crossing, who joins as operations director.
Competition issues will be overseen by Philip Rutnam and Sean Williams. Ruttnam, who is currently director of regulatory policy at Oftel, joins as competition and strategic resources partner and Williams, a partner at international consultancy LEK Consulting LLP, will become competitions and investigations partner.
Tim Suter, head of broadcasting policy at the DCMS, becomes policy development partner and Tony Stoller, the current chief executive of the Radio Authority, will take up the role of external relations director.
Former ITV Digital executive, Kate Stross, joins the new super-regulator as commercial director, responsible for law, information technology and business planning. A partner for policy compliance is yet to be appointed.
Earlier this month it was announced that Ofcom is to be up and running and ready to take on its full responsibilities by mid-December this year (see Ofcom To Be Fully Operational By December This Year).
