The Office of Fair Trading may refer the BSkyB/Nynex/TeleWest agreements, announced earlier this month, to the restrictive practices court.
Under the agreements the two cable companies pay low rates to carry BSkyB programmes in exchange for not transmitting their own programmes in competition with satellite broadcasters.
Smaller rival cable companies claim the agreements are anti-competitive, as they significantly weaken their bargaining position with BSkyB.
