Radio Authority Reaction On Publication Of Broadcasting Bill

The Radio Authority has announced a positive reaction to the Government’s new proposals regarding Independent Radio in its new Broadcasting Bill. Many of the points recommended by the Authority have been included, including the intention to maintain the regulatory framework for commercial radio.

Also welcomed is the fact that the Bill provides a strong framework for the introduction of digital audio broadcasting (DAB) and makes improvements to ownership rules. A new definition of ‘control’ will mean that Parliament will have more power to avoid devices used to frustrate its intentions on ownership. The Authority still believes “some strengthening of the proposed definition may…be desirable.”

Also approved is the intention to allow national and local license holders to extend their licenses if they participate in DAB. It was noted with surprise, however, that no performance threshold is proposed for INR. The Authority had urged the Government to be less restrictive with local DAB licenses, and it is pleased that most local companies will be able to apply for two places rather than one on multiplexes in any local area.

The Bill’s determination to prevent local monopolies was welcomed, although the Authority believes the proposed local newspaper ownership of local radio licenses “may need further consideration.”

The Government’s decision not to allow a company to hold more than one license on a single waveband in a large area was also commended.
