Radio Authority Verdict On Ownership Proposals
June 1 saw the Radio Authority members meet and consider the Governments proposals on media ownership. The Authority welcomes the Government’s approach to, and in particular its recognition, of a continuing case for specific regulation governing media ownership. The Authority strongly supports the need to preserve diversity, while recognising the case for introducing greater flexibility in ownership.
The Authority particularly welcomes the retention of the points system for ownership of radio interests; the 15% ceiling; and the proposal for the implementation of the following measures:
* To lift the restrition of how many A and B licences may be held (whilst retaining the limit on owning 2 category A licences)
* To raise the limit of licences which can be held from 20 to 35.
RADIO AUTHORITY RESPONSE TO GREEN PAPER
The Authority also welcomes the following proposal which will require primary legislation:
* To remove altogether the numerical limit on the number of local radio licences which may be held.
The proposal to review the definition of ‘control’ is especially welcomed. The Authority would wish to consult the Government on the changes they propose.
The authority intends to respond by the closing date of 31 August 1995 to the proposals for the’longer term’ which would affect the Independent Radio sector. The Authority’s response will wish to take into account the separate proposals that the Government is expected to announce shortly in relation to Digital Audio Broadcasting.
