In a series of presentations, Dr Fleur Fisher, the chairman of the Teenage Magazine Arbitration Panel, has stressed the vital educational role teen titles play in the social and sexual development of young people.

Fisher outlined the role of the panel in ensuring that teenage magazines adhere to guidelines, agreed with the Home Office, on the coverage of sexual subject matter in their editorial pages. “These magazines are aimed at a very narrow segmented age group with a very different language and culture,” she said, stressing the importance of understanding that the teenage market is meeting the needs of a different generation:
