US: FCC looks into the Internet

The Federal Communications Commission Office of Plans and Policy (OPP) has published a working paper analysing the implications of the Internet for telecommunications policy. The basic argument of Working Paper No. 29 – “Digital Tornado, The Internet and Telecommunications Policy”, is that the FCC and other government agencies should desist from attempting to regulate the Internet.
