US: Senate debates Tobacco Bill

The Senate has began to debate the Tobacco Bill, which gives considerable powers to the US Food & Drug Administration to control and restrict tobacco marketing. The Senate is almost certain to pass the proposed legislation, which will:

  • ban free samples of merchandise bearing tobacco emblems
  • ban tobacco advertising in magazines with either a large children’s readership or a readership of more than 15 per cent constituted by under 18-year-olds
  • ban the use of colour in all outdoor advertising
  • ban all outdoor advertising within 1,000 feet of a school or playground

The debate is likely to encompass even more drastic proposals, such as a proposed ban on the use of people, cartoons and caricatures in advertising and limitations on the amount of marketing that tobacco companies may conduct overseas.
