Peter Brooke, secretary for the national heritage, has commissioned Touche Ross to do a review of the BBC’s progress in achieving greater efficiency and exploiting additional sources of revenue. The independent review will advise Brooke on the level of the TV licence fee until the BBC’s Royal Charter expires on 31 December 1996.
