Video On Demand Go Ahead
The Independent Television Commission yesterday announced that it does not consider that a video on demand service needs to be licensed as a local delivery service under part II of the 1990 Broadcasting Act.
The service would be where individual programmes are transmitted by means of a telecommunication system to only one household at a time in response to a particular request. It is possible that such a service could be available by means of BT’s main network. The need to have a licence would have stopped such plans from BT.
The plans will go before BT’s board in October. As yet no detailed application has been received by the ITC.
The ITC warned that all legal uncertainty had not been removed and the issue may yet have to be resolved in the courts. A final ITC view would depend on proposals made in a detailed application.
