Latest TV franchise bid leaks suggest that LWT has been significantly outbid in its efforts to retain its franchise, with news this week that its rival LIB has put in a cash pledge of £35.4m at 1993 prices.

LWT is believed to have bid less than £30m a year, making it the third of the ‘big five’ to have been outbid ( the others being Thames and Granada).

There is a growing feeling that the ITC is taking a rigorous line over quality. Chief executive David Glencross this week illustrated the complexity of the awards procedure and the primacy of the quality stipulation by asserting that, if the highest bid had been the determining factor, “the ITC would have announced the licence winners the day after the applications were received.”

The ITC met yesterday to consider the fate of four of the regions, and is believed to have already made decisions on eight of the areas. Further meetings on 18 and 19 September will assess the remaining four regions.

The franchise winners are not expected to be announced until October at the earliest.
