Economic growth in 2002 was 1.8%. Growth forecast for 2003 revised downwards from 2.5%-3.0% to 2.0%-2.5%.

Fuel duty to rise by 1.3p per litre in October. Car tax discs to rise in line with inflation and motorcycle and lorry tax discs frozen.

Annual inflation rise on cigarettes of 8p per pack.

Stamp Duty on homes and business properties frozen.

Tougher requirements on long-term unemployed to qualify for benefits.

Housing Benefit changes to encourage parents back to work.

Borrowing forecast for 2003-4 revised up by £2.5 billion to £27 billion; 2004-5 revised up by £5 billion to £24 billion.

Value of Child Trust Fund confirmed at up to £500.

An extra £100 on winter fuel payments for people over 80.
